Be careful as cats like to bite plastic sheet/ plastic bag etc. When they swallow the tiny piece of plastic will chok them. And when they bite the EVA pad will also make them die.
The transparent PVC wrapping paper is tough. Moreover, cats don't scratch "smooth" surfaces. So far, they have no interest in either scratching or biting their new "eating platform" covered by the smooth PVC surface.
One way to keep cats from scratching and biting all the time is to provide them with paper cardboard! They love chewing tough and rough paper carton!
Choking? Possible! But my observation is that two of my cats who chew paper carton are very skillful when they handle the torn pieces!
